This issue is raising a lot of heat in online communities, especially as to the reasoning behind the church considering this decision. I think it has more to do with legalities than theology, as if the church was to refuse civil partnerships to its clergy it could fall foul of EU legislation and be faced with hefty legal bills (and even more unwanted publicity) if it tries to fight the case.

The "civil partnerships without sex" approach may technically fit the different church and state legislations, but is patently ridiculous to everyone, whichever side of the currently deepening divide they reside on.

I suspect this may end up being just one more factor hastening the messy split in the Anglican Church.
